eric cantor came out against that bill. john boehner sort of held his ground and didn't say anything. was trying to gauge his conference. after they talked to some leadership aides and they talked to other leaders throughout the conference, they went back at about 5:15 tonight. they spoke to their members and said we're going to give you a chance to vent by adding a spending cut amendment for $330 billion. but if you guys can't get the 217 votes on that, which will all be republican votes because not one democrat will support that, when they whipped it and are trying to get the 217 votes, if they can't get the votes, then the senate bill would go to the floor. it's very odd. a lot of people are asking if this has been the strategy and it's unlikely for them to get the 217 votes which it is, then why go through this? this is boehner's leadership style. he tries to let his conference vent, talk about their grievances. oftentimes it's embarrassing for them like it's been so far today. but they believe at the end when it's over

you have big names like eric cantor and kevin mccarthy, number two and three, they're not even making noises about challenging boehner. so i think boehner come next month he's pretty safe even though right now he's having a tough time controlling his caucus. >> not only that, boehner was smart in bringing cantor and mccarthy and paul ryan into the fold when he introduced plan "b." did he that strategically so it looked like a united front. he still got undercut. he will probably be re-elected speaker but he is a much more ineffectual speaker after what happened. >> sam, give me a snap prediction. what do you think the president will say in the briefing room today? >> he's going to wish everyone a happy new year and then say -- i don't know. i have no idea. things are changing by a minute-to-minute basis. i have a guess he will probably say this ball is now in the senate's court. he's going to encourage them to get something done and put the weight of the presidency behind it. >> okay. thanks sam stein and robert costa, appreciate that. >>> coming up, will 2013 become the year of the p

nobody thinks that eric cantor is going to be a kinder and gentler face for the republican party. you know, there was palace intrigue. there was quiet movement among conservatives to vacate the chair which means they would have voted against john boehner. and if they got more than 16 to vote against john boehner, then the chair is vacated. you need a majority. and they had the votes, people that were willing to vote against john boehner to take him down as speaker, but then they looked around and said, who's going to replace him? and there was nobody to replace him. so john boehner will continue to be speaker of the house. but there is movement afoot. and they had the votes to do it. they just didn't have anybody to replace him. >> but remember, they've got a constituency problem. a lot of americans care a lot about the second amendment. a lot of americans might want sensible changes in crime control laws but not wholesale changes in the way guns are l regulated. and a handful of congressmen were elected where the president won. they're not a 10% party. they may be a 10% popularit
